UGC asks states to enforce its fee refund rules after complaints from students

The University Grants Commission says some institutions still do not refund fees to students who cancelled admission within the stipulated period.

In a letter dated 7 October 2026 to the Governors of states and union territories, the University Grants Commission (UGC) said that some higher education institutions continue to ignore its fee refund guidelines. The guidelines require timely refund of fees to students who cancel their admission within the stipulated period, and were set out in UGC circulars dated 17 December 2020, July 2021, 2 August 2022, 3 July 2023, 9 February 2024 and 12 June 2024.

The UGC reported that complaints about unrefunded fees remain unresolved and attached a list of non-compliant institutions. For students this is a reminder to read the refund clause and the last admission date before paying, and to keep every receipt.
